Betsy Ross doll is China Head, Arms & Legs, body is stuffed.
I believe she is a Low Brow. 
Circa the 1880s was manufactured by the German firm of Hertwig.  
I cannot find a mark between her shoulders, so she is unbranded.
Thinking she is made in Germany.
She is 12 inches long.
I am not sure is her name is Betsy Ross, the pinned tag inside her dress says so, it could be just the dress itself.
She has pantaloons under her dress and a wrapped collar, she is in perfect condition, no chips or scratches anywhere she is  just a little dusty from sitting in the attic.
